I know for a Wacom tablet, one of the solutions for the same problem is that you have to check off 'Use Windows Ink' and that will work sometimes. I opened up Sketchpad from Windows Inkspace, and pen pressure worked just fine on that. However, I can get it to connect and open the windows ink workspace apps but I can't seem to get it to actually work as a pen on the touchscreen. The pen itself works but pen pressure does not on Photoshop.
The pen is compatible with select Windows 10 PCs.
